El RENURE (Registro Nacional Único de Requirentes de Extranjeros) es el primer obstáculo y muchas veces el menos comprendido en cualquier proceso de contratación de personal extranjero por una empresa argentina. Sin inscripción vigente, el sistema informático de la Dirección Nacional de Migraciones (SAdEx/RADEX) no permite siquiera vincular una solicitud de residencia a la empresa. El expediente migratorio del extranjero, simplemente, no se puede iniciar.RENURE (National Single Registry of Sponsors of Foreign Nationals) is the first obstacle, and often the least understood, in any process of hiring foreign personnel by an Argentine company. Without an active registration, the National Immigration Directorate’s IT system (SAdEx/RADEX) does not even allow a residency application to be linked to the company. The foreign national’s immigration file simply cannot be opened.

El RENURE es un registro administrativo dependiente de la Dirección General de Inmigración de la DNM. Centraliza la información de personas humanas y jurídicas habilitadas para solicitar la admisión o residencia de extranjeros bajo determinadas categorías migratorias.RENURE is an administrative registry under the DNM’s Directorate General of Immigration. It centralizes information on individuals and legal entities authorized to request the admission or residency of foreign nationals under certain immigration categories.

La inscripción es obligatoria cuando la empresa argentina solicita el ingreso de extranjeros bajo Art. 23 incisos a) trabajadores, e) científicos, f) deportistas y artistas, i) académicos, j) estudiantes, y Art. 24 incisos e), f) y h) de la Ley 25.871. En la práctica, cubre prácticamente todos los casos de contratación de talento extranjero.Registration is mandatory when the Argentine company requests the entry of foreign nationals under Art. 23 subsections a) workers, e) scientists, f) athletes and artists, i) academics, j) students, and Art. 24 subsections e), f) and h) of Ley 25.871. Este es el punto que muchas empresas descubren tarde, generalmente cuando ya contrataron al extranjero. El sistema informático de la DNM (SAdEx o RADEX según el módulo) no permite vincular una solicitud de residencia a un requirente que no esté inscripto en el RENURE.This is the point many companies discover too late, usually once they have already hired the foreign national. The DNM’s IT system (SAdEx or RADEX, depending on the module) does not allow a residency application to be linked to a sponsor that is not registered with RENURE.
No es una cuestión administrativa que pueda saltarse con una excepción. Es un bloqueo técnico, automático y previsto. La empresa tiene que estar inscripta primero, con número RENURE vigente, para que el sistema permita iniciar el expediente migratorio del extranjero.This is not an administrative matter that can be bypassed with an exception. It is a technical block, automatic and by design. The company must be registered first, with an active RENURE number, before the system allows the foreign national’s immigration file to be opened.

La DNM no se limita a verificar formalidades. Analiza la sustancia: si la relación laboral o técnica con el extranjero es genuina o un mero ropaje jurídico. Hace inspecciones físicas en el domicilio comercial, cruza datos con ARCA, valida la vacancia del puesto. Y el artículo 16 de la Disposición 3043/2020 sanciona con cancelación mínima de 5 años al requirente que presente documentación apócrifa. Una cancelación deja a la empresa sin poder tramitar ninguna residencia para personal extranjero durante todo ese período.The DNM does not limit itself to checking formalities. It examines substance: whether the employment or technical relationship with the foreign national is genuine or a mere legal facade. It conducts physical inspections at the business address, cross-checks data with ARCA, validates the vacancy of the position. And Article 16 of DNM Resolution 3043/2020 penalizes any sponsor that submits falsified documentation with a minimum 5-year cancellation. A cancellation leaves the company unable to process any residency for foreign personnel throughout that entire period.

La inscripción se gestiona enviando la documentación al correo institucional del sector requirentes (requirentes@migraciones.gov.ar). La calidad de la presentación, especialmente cómo se redacta la nota y cómo se documenta la actividad real, hace la diferencia entre una inscripción que se aprueba en 1 semana si es en CABA o un expediente que se traba con pedidos de subsanación durante varios meses.Registration is processed by sending the documentation to the institutional email of the sponsors unit (requirentes@migraciones.gov.ar). Escenario 1 — La multinacional que abre subsidiaria. Una multinacional decide abrir subsidiaria en Argentina y planifica traer dos ejecutivos expatriados desde casa matriz. Cuando llega el momento de tramitar las visas, descubre que la subsidiaria recién constituida no está en RENURE. Sin RENURE, no se puede iniciar el trámite. La empresa termina retrasando el ingreso 60 días, con impacto operativo en el lanzamiento.Scenario 1 — The multinational opening a subsidiary. A multinational decides to open a subsidiary in Argentina and plans to bring two expatriate executives from headquarters. When the time comes to process the visas, it discovers that the newly incorporated subsidiary is not registered with RENURE. Without RENURE, the procedure cannot begin. The company ends up delaying the executives’ arrival by 60 days, with an operational impact on the launch.
Escenario 2 — La empresa que recibe expertos técnicos recurrentes. Una empresa industrial recibe regularmente expertos extranjeros bajo Visa de Asistencia Técnica 24H. Durante años ingresaban como turistas, hasta que un experto fue rechazado en Ezeiza. La empresa nunca estaba inscripta en RENURE. An industrial company regularly receives foreign experts under the 24H Technical Assistance Visa. For years they entered as tourists, until one expert was turned away at Ezeiza. Mientras la cancelación estuvo vigente, no pudo tramitar ningún ingreso ni renovación de personal extranjero. A company with several years of active RENURE registration received a temporary cancellation over inconsistencies in a set of documents. While the cancellation was in effect, it could not process any entry or renewal for foreign personnel. The Argentina global mobility program was paralyzed for months.

No. Una vez obtenida, no vence. Sin embargo, el requirente tiene la obligación legal permanente de mantener sus datos actualizados ante la DNM.No. Once obtained, it does not expire. However, the sponsor has a permanent legal obligation to keep its information up to date before the DNM.

No se puede acelerar. El sistema SAdEx/RADEX no permite vincular la solicitud de residencia a un requirente sin RENURE vigente.
